Talascend is currently seeking a Nuclear Power Plant Procedure Writer for a contract opportunity in Kemmerer, WY

SUMMARY:

Client is seeking a highly motivated Nuclear Power Plant Procedure Writer. The Nuclear Power Plant Procedure Writer reports directly to the Procedure Manager and will fill one or more of the following roles to support the Natrium Demonstration Project (NDP) based on qualifications and experience.  The successful candidate will integrate and coordinate with other departments, project partners, regulators, and outside organizations working on procedure development.
Nuclear Operations Procedure Writer will focus on development of administrative and operating procedures.   This includes developing administrative processes and procedures for the plant as well as normal and abnormal operating procedures used by licensed and non-licensed operators. 
Maintenance Procedure Writer will focus on development of maintenance procedures.   This includes administrative processes and maintenance procedures used by mechanics, reactor technicians, and facility technicians.
Engineering Nuclear Programs Procedure Writer will focus on development of procedures governing engineering processes and programs.  This includes administrative and program procedures used by the Engineering Department that implement NRC, ASME, INPO, and EPRI programs such as in service test and inspection, engineering change process, engineering evaluations and calculations, maintenance rule, equipment performance and reliability, predictive maintenance, NDE testing, and others. 

RESPONSIBILITIES:
  • Develop and execute a plan for creating, organizing, and tracking development of NDP administrative and process implementation procedures.
  • Develop and maintain processes and standards for writing and revising NDP administrative and process implementation procedures and support associated software development and implementation.
  • Coordinate with other departments for cross-discipline procedure reviews and database implementation.
  • Use smart procedures or other software-based support tools to develop electronic procedures.
  • Complete 10CFR50.59 and 10CFR72.48 reviews, as applicable.
  • Consider and integrate use of cross-trained resources in procedure development to improve organizational efficiency.
  • Identify existing industry guidance for processes that can be adopted with minimal modifications to meet NDP needs.
  • Use industry practices to develop high-quality procedures which minimize risk of safety or human performance events.
  • Engage with industry peers, 3rd party vendors, ASME, NEI, EPRI, and other organizations to find innovative methods and technologies for developing and using administrative and process implementation procedures.
  • Ensure administrative and process implementation procedures comply with company standards, NRC regulations, INPO accreditation criteria, and other codes, standards, and regulatory requirements.
  • Provide regular training and mentoring to company personnel on the processes and standards associated with developing and revising NDP administrative and process implementation procedures.
  • Incorporate information gained from INPO Significant Operating Experience Reports, NRC Circulars, Bulletins, and Information Notices, plant design changes, plant procedure changes and revisions, new regulations, and training effectiveness reports into administrative and process implementation procedures, as applicable.
  • Develop and maintain knowledge of plant design, plant operations, and discipline specific skills and techniques commensurate with the responsibility to develop effective, high quality procedures.
  • Identify documents required to maintained as plant records, determine appropriate retention periods, and supervise collection and maintenance of auditable procedure development and revision records.
  • Assist the Procedure Manager in establishing department goals and cost estimates that result in budgeted activities for the assigned area including specific project or subject matter areas as assigned.
  • Although primary focus may be associated with discipline-specific processes and procedures, perform other assigned tasks that support meeting site procedure development schedules.

DISCIPLINE-SPECIFIC EDUCATION AND EXPERIENCE

Nuclear Operations Procedure Writer
  • Senior Reactor Operator license preferred.  May accept Reactor Operator license or SRO Certification.
  • 3 years commercial nuclear power plant operator experience or 5 years experience writing nuclear power plant operations procedures.
  • 3 years experience writing nuclear power plant operations procedures.

Maintenance Procedure Writer
  • Associate Degree in science or engineering preferred.
  • 5 years commercial nuclear power plant mechanical maintenance experience preferred or 5 years commercial nuclear power plant maintenance experience.
  • 5 years experience writing nuclear power plant maintenance procedures.

Engineering Nuclear Programs Procedure Writer
  • Baccalaureate degree in engineering.
  • 3 years experience as engineering staff responsible for developing engineering programs preferred.
  • 5 years commercial nuclear power plant engineering experience.
  • 5 years experience writing nuclear power plant engineering procedures.

KEY QUALIFICATIONS AND SKILLS
  • High level of knowledge of nuclear power plant systems and terminology.
  • Experience with interpreting relevant nuclear information and standards in strict procedural and regulatory compliance.
  • Working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Experience with smart procedures or other software-based procedure tools.
  • Excellent technical writing and communication skills.
  • Attention to detail and aspiration for procedural excellence.
  • Self-starter who can develop innovative solutions with minimal supervision.
