Talascend is currently seeking a Mechanical Superintendent for a direct hire opportunity located in Houston, TX.
A Mechanical Superintendent with APCI LNG process technology field and construction experience, specifically with the Main Cryo Heat Exchanger (MCHE,) is needed to support early project execution planning and development as well as providing oversight and coordination of the MCHE during fabrication, shipment, off-loading/transport installation, and preservation during EPC execution.
Job Summary:
The Mechanical Superintendent (MCHE) will be assigned to the home office prior to commencement of the project and then the jobsite in a Mechanical Superintendent MCHE position. During EPC execution, travel to fabrication shop may be required. In the home office and the jobsite, the Mechanical Superintendent (MCHE) is responsible for the organization and direction of MCHE related activities within assigned area of responsibility, which will include multi-discipline construction activities. May be the primary client contact for all MCHE activities or may coordinate with client’s representatives on MCHE activities within assigned area of operations. Responsibilities are to ensure assigned jobsite operations are in compliance with all ES&H policies and procedures, design/specifications, completion on schedule, within budget and to quality standards. Provides leadership for the Destination Zero and safety management programs related to the assigned work areas.
Job Dimension
· Supervision Received - Receives technical and operational guidance from assigned Site Construction Manager, Project Field Superintendent, or other assigned supervising manager.
· Supervision Exercise - Provides technical and administrative direction to assigned subordinate construction superintendents. May provide oversight and direction to craft professionals and subcontract personnel.
· Contacts - Home office contacts are with project management team (PMT) personnel, engineering, Commissioning and Startup, and supply chain personnel and company representatives. Jobsite contacts are with jobsite personnel including construction management team (CMT) personnel, superintendents and subcontractors related to jobsite construction activities, Commissioning and Startup personnel, and the company’s management team and operating personnel.
Major Responsibilities:
· Responsible for jobsite/fabrication shop operations related specifically to the MCHE including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility. This includes, but is not limited to:
· Establishes, coordinates, and implements MCHE construction schedules, staffing plans, and material and equipment requirements.
· Controls expenditures related to MCHE activities in assigned area for labor, equipment, material and services and ensures field operations are within budget.
· Responsible for overall supervision of MCHE personnel in assigned area of responsibility.
· Ensures performance evaluations are conducted on assigned personnel and counseling programs are maintained.
· Ensures subordinate personnel receive progressive training to enable them to assume additional responsibilities.
· Responsible for craft resources as assigned and coordinates the activities with designated manager and corporate craft resources department.
· Responsible for administration of assigned area(s) contractual activities. Participates in contracts and subcontracts negotiations.
· Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules and budget.
· Responsible for coordination of construction operations to ensure they coincide with the overall established schedules.
· Maintains relationships with the client and their representatives, as assigned.
· Ensures that Bechtel and local/national regulatory safety codes, requirements and standards are being complied with in assigned area of responsibility.
· Ensures the Destination Zero Philosophy is incorporated into all aspects of construction operations related to MCHE activities. Actively participates in safety meetings, field walkdowns and leadership engagements.
· Performs general administrative functions inherent in MCHE area supervisory positions.
· Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.
· Support Implementation of Bechtel’s Destination Zero Philosophy.
· Support Implementation of the Project ES&H Handbook requirements, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.
· Support Implementation of the Project Construction Environmental Control Plan.
Education and Experience Requirements:
· 10+ years of equivalent experience in LNG construction with specific knowledge and experience with MCHE activities. University/B.S degree in Engineering, Construction Management with 5+ years of experience in LNG/MCHE construction with craft supervision will also be considered
Required Knowledge and Skills:
· Direct hire lump sum petrochemical experience preferred.
· Experience with Field/Construction LNG and MCHE required
· Technical knowledge of all phases of MCHE construction means and methodologies relating to multi-discipline construction work
· Thorough knowledge of MCHE construction activities as they relate to cost, scheduling, constructability, productivity and industrial relations
· Understanding of Business Ethics handbook and policies.
· Knowledge and understanding of the application and requirements of the Construction Environmental, Safety & Health (ES&H) Processes.
· Knowledge of construction related environmental compliance requirements.
· Knowledge of construction safety programs.
· Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
· Prior experience supervising and administering subcontractors.
