Talascend is currently seeking a Security Programs Specialist for a contract opportunity with our client in Kemmemer, Wyoming.

Overview

The role involves providing services as a senior subject matter expert for the security programs supervisor and assisting in developing the access authorization and fitness for duty programs across construction, fuel delivery, and operations, ensuring compliance with regulatory requirements.

Responsibilities

  • Serve as lead subject matter expert for access authorization and fitness for duty to include the regulations and guidance
  • Develop and implement roadmaps for construction, fuel delivery, and operations phases
  • Translate 10 CFR (including Part 26), NRC guidance, and NEI standards into compliant policies, procedures, and site controls
  • Serve as mentor and provide knowledge transfer to the security programs supervisor and reviewing officials
  • Provide subject matter input to the design of the badging, access authorization, fitness for duty, and safeguards information area to ensure all regulatory requirements are met
  • Provide subject matter input and assist in developing and delivering comprehensive training and communications for staff and contractors
  • Assist in nuclear security program audits and assessments necessary to ensure compliance with program requirements
  • Support the programs supervisor with oversight of regulatory inspections
  • Review correspondence to and from the Nuclear Regulatory Commission as requested
  • Help promote a company culture that encourages top performance, high morale, and a focus on industrial safety

Qualifications

  • Bachelor’s degree + 15+ years nuclear security/access authorization/fitness for duty experience in operating plants, with 5+ years in a leadership role
  • 20+ years’ experience with progressive leadership

Requirements

  • Demonstrated, recent hands-on implementation of 10 CFR (including Part 26) and NEI guidance at operating nuclear sites
  • Proven track record interfacing with NRC during inspections/inspections follow-ups
  • Knowledge of current trends and nuclear industry activities related to security programs program implementation
  • Capability and willingness to adhere to strict quality assurance standards
  • Candidate must be a self-starter and possess ability to perform assigned duties and manage deadlines with minimal direction
  • Advanced technical writing, program governance, audit/assessment leadership, stakeholder management, and change/conflict management
  • Ability to work on simultaneous tasks that require a multi-disciplinary approach
  • Proficient in MS Office/Adobe + familiarity with records management systems and access control/badging platforms
  • The successful candidate will possess a high degree of trust and integrity, communicate openly, display respect, foster teamwork, continuous learning and embracing innovative ideas and process improvement

Preferred Requirements

  • Participation in industry working groups, NEI task forces, steering committees, contributor to a published NEI document, or NEI loanee
