Hybrid Government Commodity Buyer
Talascend is currently seeking a hybrid Government Commodity Buyer for a W-2 contract opportunity with our client in Oak Ridge, Tennessee.
Overview
The role involves procurement and sourcing of commodities for government projects, ensuring compliance with technical and commercial requirements, and coordinating with various project functions to meet project goals.
Schedule
- 3 days on-site.
- 2 days remote.
Responsibilities
- Evaluation of technical requirements prepared by engineering to ensure the most appropriate procurement method is utilized for engineered equipment and related commodities.
- Assist project planning and sourcing to ensure all commercial and technical requirements are followed.
- Coordinate with other project functions such as production, planning, finance, and insurance to achieve project requirements.
- Development and maintenance of bidders’ lists, collecting input from procurement and operational groups.
- Issuance of request for quotes (RFQ) and RFQ amendments.
- Commercial evaluation of proposals, including determination of price reasonableness in accordance with FAR and DFAR requirements and customer policies.
- Preparation of negotiation plans and conducting negotiations with suppliers.
- Extensive understanding of FAR/DFAR parts and clauses.
- Understanding of commercial terms and coordination of exceptions with legal counsel, as needed.
- Acting as the primary point of contact for resolution of purchase order issues, both commercial and technical.
- Resolve supplier quality issues, purchase order accounting issues, and problem receipts.
- Assist in developing other buyers and work collaboratively with project team members to achieve objectives.
- Determine material requirements based on engineering and production schedules, maintaining appropriate inventory levels.
- Utilize MRP Oracle systems for procurement activities.
- Produce and maintain various contract types including firm fixed price, time and materials, and issuance of standard purchase orders and agreements.
Qualifications
- U.S. citizenship required.
- 5+ years of previous procurement experience with a government agency.
- Bachelor’s degree in supply chain, business, engineering, or extensive knowledge and experience in supply chain for specialty equipment and commodities for government projects.
- Effective communication skills, both oral and written, with internal and external customers at various levels.
- Experience with manufacturing procurements is preferred.
- Competency working with all Microsoft Office products.
- Ability to read and understand bill of materials requirements and quantity take-offs from engineering drawings is highly desirable.
- DOD experience highly preferred.
