Talascend is currently seeking a Combined Cycle Site Manager for a direct hire opportunity with our client located in Reston, VA.
OVERVIEW:
The client’s, Renewables & Clean Power business line is pursuing future combined cycle power plant projects. The business line is assembling a team to be based in Reston, VA. Members of this team will be based in Reston VA until project begins at one of 3 locations. At that time, the person will mobilize to the field to execute the project.
As the Site Manager, you will be responsible for the overall execution of EPC construction projects as the lead for all project field activities. The magnitude may range in size from $1-3bn+ USD and ~500-1,500+ total staff on project. You will manage the organization and direction of project construction activities and have ultimate responsibility for construction execution. These responsibilities include field supervision of construction personnel (craft professionals, and professional staff), field engineering, contract administration, project controls (cost and schedule), field procurement, and finance and accounting. Your leadership will ensure project operations are safe, compliant, timely, within scope and budget, and clients are satisfied. Some sites will be a camp set up depending on location.
You will support the combined cycle power plant projects with the intention of mobilizing to the field upon award.

PRIMARY RESPONSIBILITIES:

Leadership/Supervision
- Manages the organization and direction of construction and related activities of a single construction project, including subcontractors, suppliers, clients, and their representatives.
- Acts as primary client contact for all project field activities.
- Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.
- Maintains client relationship and is the primary contact for client’s communication with the field activities and effective relation with other functional departments.
- Coordinates all project contractual activities. and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations.
- Oversees jobsite expenditures for labor equipment, material & services and ensures field operations are within the budget.
- Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.
- Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security.
- Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
- Plans and establishes procedures to ensure construction operations meet engineering specifications.
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
- Previous experience delivering a combined cycle power plant, and leading project teams either as a Area Manager, Area Superintendent, Project Field Superintendent, Site Manager or equivalent for an EPC.
- 10+ years of construction experience in process plant and/or combined cycle power plant construction. Preference given to those with 5+ years of combined cycle experience.
- Experience managing projects executed under a building trades agreement (union craft professionals) is desirable.
- Be a champion of core processes and establish a zero-accident culture in that all accidents and incidents are preventable.
- Experience in establishing a high-performing team.
- Preference given to candidates with multi-discipline experience in either Field Engineering and/or Field Supervision (i.e. CSA, Piping, Mechanical, Electrical, Instrumentation, etc.).
- Advanced knowledge of ASME Section I and B31.1.
- Previous experience with implementing Advanced Work Packaging (AWP) on a project.
- Experience with project setup and temp facilities, system turnover and completion.
- Previous experience developing projects from estimates to delivery preferable.
