ES&H Representative

Talascend is currently seeking an Environmental, Safety & Health (ES&H) Specialist for a full-time, onsite opportunity in Brownsville, TX. Per Diem is available. 

Overview:

This position will support a large-scale LNG construction project in Brownsville, Texas. The project is a natural gas liquefaction and export terminal located on a 984-acre site along the Brownsville Ship Channel. The facility will include multiple liquefaction trains, storage tanks, and marine infrastructure designed to support energy export operations.

Responsibilities:

• Support execution of the Environmental, Safety & Health (ES&H) Program, including technical and administrative safety activities.

• Assist with development and implementation of Safety & Health Management Plans, procedures, and training programs.

• Integrate safety and health requirements into project planning and execution across Engineering, Construction, Procurement, Subcontractors, Commissioning, and other project teams.

• Interpret safety regulations and provide guidance on safety plans, risk assessments, and ES&H program execution.

• Conduct safety studies, audits, inspections, and program reviews.

• Perform field inspections to identify hazards, evaluate safety controls, recommend corrective actions, and ensure compliance with project and regulatory requirements.

• Support emergency response activities and participate in incident investigations and resolution.

• Monitor safety performance trends and provide recommendations to improve safety procedures and work processes.

• Communicate with project teams, subcontractors, customers, and stakeholders to address safety concerns.

• Participate in safety meetings and provide guidance on applicable safety requirements and best practices.

Requirements:

• Bachelor’s degree (or international equivalent) related to Occupational Safety, Health, Industrial Engineering, Public Health, Engineering, or related field and 5–8 years of relevant experience, OR 9–12 years of relevant safety experience.

• Bilingual communication skills required (Spanish/English).

• Experience supporting safety programs within construction, engineering, industrial, or large-scale project environments.

• Knowledge of safety management systems, monitoring programs, and safety methodologies.

• Knowledge of safety and health regulations, applicable agencies, and permitting processes.

• Experience with construction and subcontractor work processes.

• Strong written and verbal communication skills.

• Proficiency with standard computer applications.

Preferred Knowledge / Experience:

• Specialized safety experience in areas including:

  • Personal Protective Equipment (PPE)

  • Lockout/Tagout (LOTO)

  • Fall Protection

  • Excavation Safety

  • Behavior-Based Safety / People-Based Safety

• Engineering background (civil, mechanical, process safety, or related disciplines) preferred.

• Experience supporting LNG, energy, industrial construction, or major capital projects preferred.

Additional Information:

• Role requires the physical ability to perform field inspections, including:

  • Extensive walking throughout active construction areas in high heat and humidity conditions.

  • Climbing ladders, scaffolding, and elevated platforms.

  • Working on uneven surfaces and in confined spaces.

  • Wearing required personal protective equipment (PPE), including harnesses, life vests, lift equipment, and other safety gear.

  • Some lifting may be required.

• Must be able to safely enter and exit the project site.

• Must be willing to work a flexible schedule, including possible night shifts or split shifts.
