Talascend is currently seeking a Subcontracts Administrator for a contract opportunity with our client in Chandler, Arizona.

Overview

This role involves participating in subcontract formation and administration, ensuring compliance with project requirements, and managing all phases of subcontracting activities from sourcing to administration within large, complex projects.

Responsibilities

  • Develop multiple contracts and services agreements simultaneously as assigned.
  • Perform formation duties including sourcing and prequalification of bidders, preparing and issuing request for proposal packages, coordinating technical and commercial clarifications, receiving bids, evaluating bids, preparing commercial summaries, and securing approvals.
  • Implement division responsibilities matrix and standard work process procedures for subcontract management.
  • Administer assigned subcontracts, monitor progress, forecast issues, and provide management updates on potential difficulties.
  • Prepare and organize meetings related to bids and contract awards to ensure understanding among stakeholders.
  • Assist project contracts team in resolving administrative and contractual issues involving planning, staffing, budgeting, risk management, and technical specifications.
  • Coordinate with construction, engineering, and support staff on operational contractual matters.
  • Represent the company in contractual discussions of moderate complexity.
  • Monitor cost versus scope progress and prepare periodic status reports for management.

Qualifications

  • Bachelor's degree (or international equivalent).
  • 5-8 years of relevant experience or 9-12 years of relevant work experience.
  • Knowledge of service acquisition and procurement regulations, policies, and practices.
  • Experience in pricing, contract law, negotiations, and accounting.
  • Working knowledge of engineering/construction industry contracting practices.
  • Experience in developing contract types (including LSTK, T&M, and UR), fee arrangements, and contract terms.
  • Broad knowledge and experience in subcontract administration.
  • Strong organizational and communication skills, with a proactive approach to mitigation of contractual and business risks.
  • Experience in developing and implementing negotiation strategies using accounting or cost engineering methods.
  • Minimum 5 years in subcontract or contract administration.
  • Proficiency in all phases of the formation and award of large, moderately complex contracts.

Preferred Qualifications

  • Experience in field administration of EPC contracts.
