Talascend is currently seeking an Environmental Compliance Manager for a direct hire opportunity with our client in Mountain Pass, California.

Overview

This role involves ensuring the implementation and maintenance of environmental programs in compliance with local, state, and federal regulations. The manager will oversee various environmental permits, conduct audits, and develop practical solutions to environmental challenges.

Responsibilities

  • Define and execute the site environmental strategy to meet world-class standards
  • Maintain compliance with all environmental permits and authorizations, including air permits, wastewater, and waste programs
  • Lead air quality permitting activities such as NSR applications, NSPS, and Title V determinations
  • Manage BLM authorizations, including ROW grants and Plan of Operations modifications
  • Oversee preparation and review of NEPA and CEQA documentation for infrastructure projects
  • Ensure SWPPP, SPCC, stormwater, wastewater, and water management programs are maintained and implemented
  • Manage hazardous waste, universal waste, and used oil programs in compliance with RCRA and California Title 22
  • Coordinate reclamation plan updates, financial assurance reviews, and closure planning
  • Review plans and specifications for equipment, processes, and construction projects for environmental permitting requirements
  • Lead internal and external environmental audits and inspections, resolving findings promptly
  • Maintain recordkeeping, reporting, and data submissions such as EPA TRI, GHG, emissions statements, and biennial waste reports
  • Identify environmental risks and recommend procedural changes to mitigate impacts
  • Perform other duties as assigned

Qualifications

  • Bachelor's degree or higher in environmental science, environmental engineering, geology, or a related field
  • Demonstrated expertise in federal and California environmental regulations (e.g., Clean Air Act, Clean Water Act, RCRA, NEPA, SMARA, CEQA, FLPMA)
  • Experience preparing and negotiating air, water, and waste permits with regulatory agencies
  • Experience interfacing with BLM, EPA, CARB, regional water districts, and related agencies
  • Ability to partner with operations and project teams to develop practical environmental solutions
  • Experience defining and managing environmental programs for new facilities or processes
  • Comfort with environmental training programs and documentation

Preferred Qualifications

  • At least 10 years of environmental experience in mining, metals, or chemical processing industries
  • Direct experience with hardrock mining on BLM lands is a plus
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills, including technical writing and regulatory correspondence
  • Proficiency in Microsoft Office; familiarity with GIS tools is a plus
